Scope and Mandate of the Management Team for the Establishment of the Community of Serbian Municipalities

A. Composition and functioning

1. The Management Team will be composed of representatives of each of the four northern municipalities.

2. One of the members of the Management Team will be responsible for coordination and organization of work.

3. Decisions will be taken by a majority of the members.

4. The Management Team will be supported by the existing administrative structures of the northern municipalities.

5. The Management Team will regularly report on its work and the decisions taken to the Implementation Committee.

6. As provided in the Implementation Plan, by the end of October, following municipal elections, and upon the validation of the results of those elections, the Management Team will be dissolved, the Association/Community as per Art. 1 of the "First Agreement" will be established and will adopt its Statute, in accordance with the European Charter of Local Self Government and Kosovo law.

B. Tasks and responsibilities

The Management Team will have the following tasks and responsibilities, in accordance with the Implementation Plan and the relevant provisions of the "First Agreement":

1. To take all necessary practical measures for the establishment of the Association/Community, in particular

a. setting – up of the infrastructure for the offices of the Association/Community;

b. identify the necessary human resources;

c. undertake all necessary administrative demarches;

2. To draft the Statute of the Association/Community of Serb majority municipalities, which should in particular determine its aim and purpose, its organizational structure and decision-making processes, and its competences. The structures of the Association/Community should reflect the existing Statute of the Association of Kosovo municipalities.

3. To undertake, in accordance with paragraph 6 of the "First Agreement" a representative role to the central authorities. A representative of the Management Team will participate in the communities' consultative council in order to exercise its monitoring function. The Management Team will be consulted by the central authorities on all matters relating to local self-government, in accordance with the European Charter on Local Self-Government and Kosovo law.

4. The members of the Management Team will contribute to the nomination of candidates for the post Police Regional Commander, in accordance with Article 9 of the "First Agreement".

5. The Management Team may, if required for the purpose of its work on the establishment of the Association/Community, provide suggestions to the Implementation Committee on relevant issues in accordance with the European of Local Self-Government.

6. To maintain an overview over activities of common interest, in particular in the areas of economic development, health, urban and rural planning.

7. For the duration of its mandate in accordance with point A.6, the Management Team will be entitled to facilitate the cooperation between the four northern municipalities in exercising their powers collectively in accordance with the European Charter of Local Self-Government and Kosovo law, as provided in Article 4 of the "First Agreement".
